A low number here doesn’t necessarily mean absence — MPs sometimes deliberately abstain, are excused for illness or family leave, or take part in the Commons “pairing” convention, where an MP from the opposing side also sits out to cancel the vote out. This measures recorded participation, not attendance in the chamber. Only MPs with at least 3 recorded divisions are ranked.
